You will need to quarantine for 10 days unless you've been fully vaccinated in the UK*, as well as taking a pre-departure test before you arrive in the UK (a Return PCR or Antigen Fit to Fly test), and two PCR tests on return to the UK (Day 2 & Day 8). When you return to the UK, you can take a test on Day 5 (Test to Release) to leave quarantine early.
*If you were fully vaccinated in the UK at least 14 days ago, you do not need to quarantine, but still need to take a pre-departure test before arriving in the UK (a Return PCR or Antigen Fit to Fly test), and one PCR test on return to the UK (Day 2).

Can You Travel To Papua New Guinea?

Nobody may enter Papua New Guinea unless they have a written exemption from the National Pandemic Controller or his delegate, and evidence of a negative RT-PCR test result for COVID-19 taken within a 7 day period prior to boarding the aircraft.

International visitors should apply for their exemption to enter Papua New Guinea by emailing the National Control Centre Travel Desk at covid19-travel@police.gov.pg with the following documents:

  • completed International Air Passenger Travel Form (I-APTF)
  • letter to the National Pandemic Controller, including your reason for travel, visa details, passport details (including the expiry date) and, if applicable, your work permit details (or letter from your employer) and/or resident permit details
  • copy of your passport biodata page
  • copy of your visa for Papua New Guinea and, if applicable, a copy of your work permit and/or resident permit
  • copy of your reservation at a designated hotel for quarantine or home quarantine request (as applicable)
    You should submit your completed documents at least two weeks prior to travel.

You will need to show evidence of your approved exemptions, negative COVID-19 test and hotel reservation (if needed) to be allowed to board a flight to Papua New Guinea. You must also complete an online electronic health declaration form within 24 hours of departure. The barcode generated should be saved and provided at check-in as evidence of submission of the online form.

Anyone arriving into Papua New Guinea must self-isolate – at their own expense - in a government-approved hotel for 21 days unless an exemption has been obtained to quarantine at home. All arrivals will also be subject to monitoring through either an approved tracking device or tracking application at their own cost. All domestic travellers must submit a health declaration form to the Provincial Health Authority on arrival.

What do the three colours of the UK’s ‘Traffic Light System’ for travel mean?

  • Red: You must pay for a 10-day stay in a managed quarantine hotel, as well as taking a pre-departure test (a Fit to Fly test) and two PCR tests upon return to the UK (Day 2 & Day 8).
  • Amber: You will need to quarantine for 10 days, as well as taking a pre-departure test (a Fit to Fly test), and two PCR tests on return to the UK (Day 2 & Day 8). When you return to the UK,  you can take a test on Day 5 (Test to Release) to leave quarantine early.
  • Green: You will not need to quarantine on return, but you must take a pre-departure test (a Fit to Fly test), and a PCR test on return to the UK on Day 2.


How will the government decide which countries go on the green, amber or red lists?

Countries are assigned to the three lists, based on a range of Covid-19 health metrics, which include figures on population vaccination, infection rates and prevalence of variants. The different traffic light colours indicate the risk in each destination and the associated tests and quarantine periods required. Lists are reassessed every three weeks, to account for changes in each country’s COVID-19 situation.

The PCR test is the gold standard for testing coronavirus and so is recommended for travel to all countries. For Papua New Guinea, only PCR Fit to Fly Certificates are accepted. You will not be able to use an Antigen Fit to Fly Certificate to enter Papua New Guinea but you will be able to use one to return to the UK.

Will I need a Day 2 test or Day 2 and 8 when I return to the UK?

Papua New Guineais currently on the amber list, this means that you will need a Day 2 PCR test and a Day 8 PCR test. You will need to buy this before you travel to the UK and use the reference code on your passenger location form. You will need to quarantine on arrival for 10 days. If you would like the opportunity to leave quarantine early, you can also book a Test to Release test. Please note that the travel restrictions are subject to change at very short notice.

I’m vaccinated, what tests do I need?

Papua New Guinea is currently on the amber list, this means that you will need a Day 2 PCR test and a Day 8 PCR test. However, because you have both vaccinations, you can return to the UK and only take a Day 2 PCR test. You will need to buy this before you travel to the UK and use the reference code on your passenger location form. You will not need to quarantine on arrival for 10 days (unless you test positive). Please note that the travel restrictions are subject to change at very short notice.

Can I enter

The government advice for passengers travelling from Papua New Guinea is that if you have visited another country in the 10 days before you arrive in the UK that is a higher risk than Papua New Guinea, you must follow the travel guidance for the highest risk country you visited.

What else will I need to return to the UK?

For all countries, including Papua New Guinea, you will need to take an Antigen Fit to Fly test before departing for the UK. This can be bought at Corona Test Centre’s to take with you on your travels.
